For more than two decades, Kimberly Burnworth has lived in a mobile home in rural West Virginia on a tract her grandfather acquired in the 1960s. A single mother, Ms. Burnworth is paid by the government to be a caregiver to her 11-year-old son, David, who has muscular dystrophy.
