Former Colonel and security specialist Philip Ingram MBE looked at the leaked footage of former health secretary Matt Hancock and him snogging his aide, Gina Colangelo, which forced him to step away from his position. The Government is now investigating who leaked the CCTV footage to The Sun citing security breaches as the main reason for the new inquiry. But Philip Ingram noticed something overlooked about the footage which may make it more difficult for the Government to get to the bottom of things as he feared they may still be collecting sensitive information.

Speaking to Ian Collins on TalkRADIO, Mr Ingram was asked how he thinks the footage of Mr Hancock was smuggled out. 

He told the programme: “It shouldn’t do, and everyone’s focusing on the camera and bringing a camera in his office.

“We’ve seen the pictures in the press of this camera and there was speculation over the weekend about it being a spy camera.

“Actually, the real issue for me is that there’s someone with access into a Government department, who has been able to gain access to video footage by whatever way, and then is taken that out of the department to deliberately compromise a Government minister.

“That individual will have some form of clearance to get in and out of the place has managed to do this and could still be collecting information from that department or other departments.

“So the key is finding that individual, it’s an insider threat issue rather than it being a camera issue.”

He continued: “If you look at the footage it is slightly shaky.

“If it was a fixed camera or even a surveillance camera you would expect this expected footage to be steady.

“So what I think, and I’m purely hypothesising here, is someone has access to a display where this footage has been on and they’ve been filming it on their phone.

“Now that that stops you the Department of Health and Social Care’s IT department from able to easily trace where it’s come from because you’re not putting a USB stick into a computer or something like that.”

Northern Ireland Secretary Brandon Lewis revealed on the weekend the Government is looking into the security breach which saw footage being leaked to The Sun. 

Officials will also look at reports sensitive government documents were found at a bus stop in Kent which address Russia and their skirmish with HMS Defender last week. 

Mr Hancock resigned when the footage came to light stating he broke his own Covid rules. 

Sajid Javid was appointed as the new Health Secretary and told the House of Commons he saw “no reason” for lockdown to continue beyond the new July 19 reopening date. 

The Labour Party has also condemned the Government for reports private emails were used by ministers to conduct formal business with PPE suppliers and other contracts. 

They demand a full inquiry is launched into the emails or that they are recorded as evidence for a future inquiry on the Government’s handling of the pandemic.
